On July 17, the Relaunch Decree was converted into law which promotes several actions of the government in favor and to stimulate the Economy following the effects of Covid 19. Among the actions is a package of measures to boost the real estate sector through incentives of interventions of energy upgrading of buildings, the so-called Ecobonus, and through incentives of interventions of structural and seismic upgrading of the building stock, so-called Sismabonus.
The high level of incentive coupled with the possibility of credit assignment have created great excitement and attention from market players for an intervention that will be able to trigger a turnover of tens of billions of euros on its own.
The Decree, which has been operational since July 1, has just been converted into law, but the implementing provisions by the Revenue Agency and the Ministry of Economic Development, which will define the rules for the asseveration of interventions and the certification of congruity, have yet to be issued. From the drafts circulated already, however, one can understand the complexity of the administrative and design requirements and constraints required to achieve the planned relief.
In fact, the tax incentive descends from the proper implementation of a complex design, authorization, execution and certification process involving various stakeholders: the owner, condominium, designers, public agencies, construction companies, construction managers, testers, certifiers, insurance companies, and financial institutions.
Given the complexity of the process and the number of stakeholders involved in the process, there are a number of risks that will need to be properly analyzed to enable their effective management and mitigation.
